Philip Baca - Police Chief

Phil is a leading author and educator in the field of legal issues relevant to the law enforcement and criminal justice professions. Uniquely qualified by both experience and training, he is currently the Chief of Police for a metropolitan law enforcement agency in the Denver metro area. Phil has a decade of experience as an attorney in private practice. He received his J.D. Degree from the University of Denver School of Law in 1988 and is a member of the Colorado State Bar. Phil graduated the 216th Session of the FBI National Academy in 2004. Prior to his Chief's position, he worked at the Jefferson County Sheriff's Office for eight years, the last four of which were spent leading the Criminal Investigations Div. Prior to that, Phil joined the Denver Police Dept. in 1975 as a patrol officer, and went on to work in Property Crimes, Internal Affairs, Vice/Narcotics and the Gang Unit. He is an instructor at numerous Colorado area law enforcement academies and colleges, including Metropolitan State College of Denver School of Professional Studies. Phil serves as an Assessor and Team Leader for the Commission on Accreditation for Law Enforcement Agencies, Inc. (CALEA), as well as evaluating the training programs of other agencies nationwide for compliance to applicable training standards. Qualified by experience and training, Chief Baca is also gifted with the skill and ability to present legal issues affecting the law enforcement professional in a clear and concise manner - useful to the officer in the field as well as the student and training officer.

Greg Funderburk, BA: Greg Funderburk has over twenty years of experience in the fire service and is currently a Fire Officer for the Huntington Beach (CA) Fire Department, Hazardous Materials Response Team. Greg possesses a bachelor’s degree in Vocational Education, an associate’s degree in Fire Technology as well as numerous technical certifications including, Hazardous Materials Specialist, and Hazardous Materials/Weapons of Mass Destruction (WMD) Instructor.

Dennis McGowan, BA, CPM, D-ABMDI: Dennis McGowan recently retired as Chief of Operations for the Fulton County Medical Examiner's Office in Atlanta, GA. He was Chief Investigator for the Medical Examiner's Office prior to this position. He was also a firefighter and worked in the New Jersey State Medical Examiner's Office. He has 25 years fatality/mass fatality management experience and disaster mitigation planning, training and response including coordination of the mass fatality planning for the 1996 Olympic Games in Atlanta. He has worked at numerous mass fatality incidents including Egypt Air in 1999, World Trade Center and American Airlines 587. He also participated in TopOff and TopOff 2 preparedness exercises.

Charles Stumph: Charles Stumph retired after 36 years with the Orange County California Sheriff’s Department during which 31 years were spent assigned to the Bomb Squad. Mr. Stumph is a past Director of the International Association of Bomb Technicians and Investigators and former Chairman of the National Bomb Squad Commander’s Advisory Board. He has served with the National Domestic Preparedness Office and the DOJ/DOD Interagency Board on WMD.
